        <p>The Maine Legislative Council, acting on behalf of the Maine Legislature, is seeking proposals for Video Production Services in Augusta, Maine.
</p>
<p>
<b>Statement of Purpose</b>
<br />
The purpose of this Request for Proposals (RFP) is to retain a qualified service provider who has the capability to perform the tasks described in the Scope of Work and within the established time schedule. The Maine Legislative Council is the management arm of the Maine State Legislature, a branch of State Government. Among its numerous responsibilities, the Legislative Council is responsible for providing orientation of legislative services, functions and Constitutional and statutory responsibilities to newly-elected and returning Legislators at the beginning of each legislative biennium. As part of its orientation program, the Maine Legislative Council shows a video to Legislators on the fundamental aspects of legislating and legislative functions. The Legislative Council is seeking a firm to produce an updated video.
</p>
<p>
The service provider will be required to make available qualified personnel, knowledgeable about the legislative process, and sufficient resources to complete the project on time and within budgeted legislative resources.
</p>

Proposal Duration

The Bidder shall guarantee proposal terms through March 9, 2012.
</p>

Interested bidders must submit a sealed proposal. Proposals will be accepted until 3:00 PM on February 10, 2012. Proposals must be delivered to the address below. The Legislative Council assumes no responsibility for delays caused by any delivery service. Postmarking by the due date will not substitute for actual proposal receipt by the Legislature. Late submittals will not be accepted.

A powerful new communication model has been developed in Maine by a group of filmmakers, software developers, educators and linguists.&nbsp; It was created to save a dying language, Passamaquoddy, by using documentary film and software to link vocabulary with direct experience in the context of traditional activities.&nbsp; So many more community needs can be addressed with the creative use of media and the internet.&nbsp; Entrepreneurs, creative professionals, technologists, policy makers, social advocates, and any interested persons are invited to participate in this workshop. We will present video case studies and help facilitate attendees to brainstorm their own community documentation needs with feedback from an interdisciplinary panel.

</p>
<p>
Alexa is the Community Media Specialist at MIT&#8217;s Community Innovator&#8217;s Lab. Her work includes Predatory Tales, the true stories of predatory lending scams in Lawrence, MA; and a series of shorts about organizing to protect the environment from the coal industry in eastern Kentucky. All projects use various media to express a community&#8217;s perspective on an issue.
</p>
<p>
Gustavo Aguilar
</p>
<p>
Co-Artistic Director of TUG, a documentary production and artist/performance collective; a champion of contemporary new music/improvisation he has performed at major music festivals throughout the world.&nbsp;  Asst. Professor U Maine Farmington, Experimental Performance.
</p>
<p>
Ben Levine
</p>
<p>
One of Juice&#8217;s keynote speakers, Ben is responsible for developing an interactive tool that combines documentary film and the internet to help save the Passamaquoddy language, a National Science Foundation project that is now morphing into saving dying languages in Mexico.&nbsp; In Maine he has created a series of documentaries to help inspire Young Parents Learning best practices about raising their children.
</p>
<p>
Mohammed Dini  is a Somali community leader in Portland where he was the first African immigrant to run for the Maine legislature in 2010.&nbsp; He recently founded the African Diaspora Institute and Diaspora Rise! which uses web and social media platforms to foster cross cultural dialogue and to amplify voices often missing from traditional media.
</p>
<p>
Andrew Jawitz  is an ethnographic filmmaker in Portland, ME.&nbsp; He works in collaboration with the African Diaspora Institute striving for media justice by building empowered  intercultural networks through participatory media production. His current work addresses social issues such as transportation equity (CarFreeMaine) and immigrant empowerment through interactive media.
</p>
<p>
Gaelyn Aguilar, Ph.D., is a cultural anthropologist and visual enthnographer.&nbsp; She received a Fulbright Fellowship to research dance and the cultural politics of national identity.&nbsp; Gaelyn’s latest project includes Ah, Raza! The Making of an American Artist (a portrait/performance set along the U.S.-Mexico border) Co-artistic Director of Tug, she is currently Asst. Professor of Anthropology at UM Farmington.
</p>
<p>
Louise Rosen, moderator of the panel, is an international distributor of cultural and social issue documentaries through Louise Rosen, Ltd.&nbsp; Projects her company has represented have gone on to win Oscars, Emmys, Sundance and others.&nbsp; Louise has gained a reputation as Maine&#8217;s most astute moderator through her work with Points North Documentary Forum and the Maine Film &amp; Video Association.&nbsp; 
</p>
<p>

Why are we celebrating risk?&nbsp; Risk is the catalyst for change.

We tend to celebrate, to honor, things that remind us of milestones, comfort and of success.&nbsp; Anniversaries, holidays, birthdays; events and times we’ve experienced something that has made an impact on our lives.&nbsp; But all those events started because of a risk that was taken.&nbsp; A risk, an action, that may have led to loss or gain.&nbsp; We may celebrate a victory, but that victory came at the risk of losing.&nbsp; We may celebrate an anniversary, but that anniversary came at the risk of choosing one road over another.&nbsp; We tend to celebrate the good effects of what risk can bring, but often times cringe when we hear the word “risk”.

It’s time to change that around and start celebrating what actually brings about the reason for a celebration.&nbsp; So we’re reaching out and asking you – how do you visualize risk?&nbsp; What does a life look like when risk is celebrated?&nbsp; Where does risk lead us?&nbsp; Who do you see taking wise risks?&nbsp; How can risk be celebrated?&nbsp;

        <p>Women, Action and the Media (WAM) is seeking both short and feature-length films in all genres for a one-day film festival, focusing on films by and about women. The festival will be held on Saturday, March 24 at the historic Brattle Theatre in Cambridge, MA.&nbsp; All genres are welcome – drama, comedy, documentary, experimental,etc. We only ask that your submission does meet the following criteria:

 1. Film must be directed and/or produced by a female filmmaker

 2. The story/topic of the film should feature women, or be about an

The St. Lawrence Arts Center is currently accepting submissions from women filmmakers interested in showcasing their work as a part of a new event: The Bluestocking Film Series - Films by Women. The series was conceived by filmmaker Kate Kaminski and is a collaboration between Gitgo Productions and the St. Lawrence. Because women filmmakers are underrepresented in the filmmaking industry and largely misrepresented in forms of media worldwide we are thrilled to create a series within Maine that supports women filmmakers and provides them with a state of the art venue to showcase their craft. The USM Women and Gender Studies Program and the Maine Film and Video Association are co-sponsoring the event.
<br />
Guidelines for Submission: 
<br />
1.	Short films of all categories not exceeding 15 min. in length will be considered.
<br />
2.	The director of the film must self-identify as a woman and any co-director must also be a woman.
<br />
3.	The film must pass the ‘Bechdel Test for Women in Movies’  <a href="http://bechdeltest.com/">http://bechdeltest.com/</a>
<br />
4.	A nominal submissions fee of $5 is requested and will go towards promotion of the series
<br />
5.	Submissions will be accepted on DVD either by mail or drop-off to St. Lawrence Arts Center, 76 Congress St., Portland ME 04101 - c/o Whitney McDorr, Theater Manager

      <title>Three Maine Films nominated for Emmys</title>

        <p>Three Maine films have been nominated for the New England Emmy Award. 
</p>
<p>
<b>A Chemical Reaction</b>
<br />
Director Brett Plymale  has received notification of three Emmy nominations for the film A Chemical Reaction about the first town in North America to ban lawn and garden pesticides.
<br />
The film, shot and edited during 2008-2010, had its broadcast premiere on Maine Public Television in November of 2010 making it eligible for the regional Emmy Awards, which will be presented on May 14. The film will be up for “Best Documentary,” “Best Editing,” and “Best Videography.”
</p>
<p>
“Being nominated by New England’s chapter of the National Academy of Television Arts &amp; Sciences is a great opportunity to draw more attention to this important story,” said Plymale, who has been nominated several times previously for Emmys. “From the moment we started shooting this film I felt honored to be a part of this amazing story and this recognition really goes to all the people out there standing up for what they believe in.”
</p>
<p>
The award ceremony will come just nine days after the 20th anniversary of Hudson, Quebec’s, historic ban on lawn and garden pesticides. Sued by ChemLawn (now TruGreen), the town fought back all the way to the Canadian Supreme Court — where it won in an historic 9-0 decision in June of 2001.
<br />
Twenty years from the ban and a decade from the court decision, Hudson’s story still stands as probably the most epic example of the power of community activism anywhere in North America. 
</p>
<p>
<b>Protecting the Nature of Maine</b>
<br />
Richard Kane of Kane-Lewis Productions (<a href="http://www.kanelewis.com">http://www.kanelewis.com</a>) was nominated for a New England Emmy Award Tuesday evening, April 12, 2011 in Boston by the National Academy of Television Arts &amp; Sciences at the 34th New England Emmy Award Nomination Party.&nbsp; Kane was nominated as Producer, Director, Director of Photography and Editor of the documentary Protecting the Nature of Maine which was nominated in the Outstanding Environmental Program category for its 2010 broadcast on Maine Public Broadcasting Network&#8217;s MPBN Community Films series produced by Laura Schenck. Richard Kane received a second New England Emmy nomination last Tuesday evening for the latest episode of his Maine Masters&#8217; series <a href="http://www.mainemasters.com">http://www.mainemasters.com</a>   on the abstract expressionist painter Stephen Pace of Stonington, Maine and New York City.&nbsp;  The documentary, nominated in the Outstanding Arts/Entertainment Program category, was co-directed by Paul Koronkiewicz of New York.&nbsp; Co-producers included Koronkievicz, artist Robert Shetterly, and art author Carl Little.&nbsp; The series sponsor is the Union of Maine Visual Artists  <a href="http://www.umvaonline.org">http://www.umvaonline.org</a>

Please join us at the Nickelodeon on May 4 for the second installation of Rated Local, a showcase of new badass short works from Maine filmmakers. You will witness some amazing and thrilling new work from some of the state’s talented moving picture artists.

Rated Local embraces all genres, and this screening includes comedy, suspense, experimental, music video, documentary, and skateboard video. The filmmakers include Jay Brown, Walter Ungerer, Jeremiah McDonald, Nicholas Brennan, David Camlin, Petra Simmons, Marc Bartholomew, Mo Twine, and Derek Kimball.
